2/2 If Mueller were worried about his report getting buried, he could ask tell Rosenstein he intends to indict Trump. Rosenstein's veto would then trigger a reporting requirement to Congress, including to the minority party.

I doubt a state could constitutionally indict a sitting president. Rotunda's analysis for Starr didn't address that question but noted in passing that it might violate the Supremacy Clause, and it probably would, I think.

If Mueller has evidence for obstruction charges, or evidence of other crimes, like money laundering, can Trump be indicted when he leaves office? It bothers me that the Russian mob can operate in this country with the help of corrupt businessmen like Trump.

Yes, he can be indicted after he leaves office, although the statute of limitations might pose some problems.
