Uber's entire model is making the driver own the depreciating asset, which places economic pressure on the driver to break the law, which Uber can then wash their hands of because those are subcontractors. I'm saying this as an auditor and an accountant.

Uber wasn't really about circumventing labour laws. It was mainly about circumventing taxi medallion laws, which were rent-seeking intended to restrict who can own taxis and how many can be on the streets in big cities. It also dodges actually useful taxi regulations.
