Because you're not really penalized and there's no real reason to think that. They've said time and time again that monetization and partner status have no effect on algorithm or search placement. Just because it's not the answer you want doesn't mean they don't give it.
So far literally no one has been able to explain a real tangible reason why they think small channels are being screwed over. Just want to be mad. Not happy until YouTube features you #1

You haven’t explained to me why I should or deserve to removed. How come they can’t seperate me, someone who’s had a channel for years, uploaded original content, from spam videos? Easy for you to say because it preserves your position and makes it harder for us to catch up

Doesn't preserve any position nor make it harder for you to catch up. And as someone who spent years working for a MCN trying to benefit and educate new YouTubers that is the last possible thing I want.

it’s really rich for a big channel like yours to basically tell us to stop complaining when it’s already hard enough for niche channel like mine to grow… where does it say the algorithm doesn’t change? They haven’t made that very clear.

I'm not as big as you think I am. And I spent a good 2 years in this "small YouTuber complaining about how YouTube screws over my channel" slump before actually figuring things out, changing my mentality, doing the work and reaping the rewards. From a 4 year grind 13k to 30k 1yr
