I don't think it explains everything, but it's definitely a component towards the rise of crime. Venezuela for example took lead out from 1999-2005 - and now they're the most violent in the world. How significant a component to crime it is remains to be seen.

Lead was taken out of regular gasoline in 1975 and high-octane gasoline in 1986. Homocide also dropped, from 1.1 to .3 today. It was always lower, so culture definitely matters. Also, Japan was fortunate for developing a bit later, and removing lead from regular gasoline earlier
