http://Grassrootspolitics.com : Alabama law apparently allows a County Sheriff to personally pocket half of the money that was earmarked to feed inmates but is not used for that purpose(half of the surplus).

While state law generally allows sheriffs to supplement their incomes with unspent jail food funds, it doesn’t allow the sheriff to pocket jail store funds.

Oh, I believe it may be the law. I'm just saying that law is very likely unconstitutional, if not under the State Constitution, then under the US Constitution. Two Alabama Attorneys General have ruled it impermissible and ordered it halted, but for some reason it persists.
