The Hippocratic Oath is not a law, and there are few if any cases of a doctor being sanctioned for refusing care.

Is the hippocratic oath just meaningless? I knew it wasn't a law, but always assumed it was like... a medical standard or something, like a board made sure doctors didn't violate it or something.

It is an ethical standard which doctors hold one another to as a profession. Also, doctors refuse to provide care all the time to all kinds of people for this reason - the legit version being, "I'm not skilled enough"

Any medical doctor in Texas is legally allowed to perform any medical procedure, but a psychiatrist will not attempt to perform surgery despite it being technically legal to do so, and money isn't why.
