Need help parsing this statement from @discordapp after it booted Nazis. How can a "server" report violations?

Is this a reference to the metadata analysis they say that they do to track certain behavior? Looking at data to see patterns that indicate raids, etc.? I see how a user can report a violation, but what does it mean for a server to do so?

What they mean here is TOS violations by a user (ban the user) or TOS violations by an entire server of people (shut down the server)

So like, if you go into someone's server and start harassing, they ban you. If you set up a server for your terror org to use, they shut down that server
