We really need to not read too far into government RFPs. They are not what the appear at face value. I was a SBIR contractor for 8 years. I've seen this shit over and over.

A while back, when the Muslim registry was a very real fear, I dug through 100s of pages of RFPs and government contracts to get a sense of hoe such a system would be implemented.

And by I think 2003 or 2004 it was determined to be functionally useless and it lived on for several years doing nearly nothing before they finally could cancel it.
