Who gets to make the decision to file for such a warrant? The police who overcharge minorities? Commonwealth Attorneys?

In Virginia, circuit courts don't hear misdemeanor charges except under appeal. Why for this?

None of this adds up. This merely provides a mechanism for the state to come into marginalized communities and target leftists who are under attack. This further perpetrates state violence.
