They're hoping to draw out the bomber to get him to explain his agenda. As he clearly has an agenda. The agenda might NOT be targeting black people, it's not uncommon for bombers to mask direct attacks under guise of faux agendas. But it could well just pure racist hate too.
Could we stop assigning a motive to these attacks? It did seem early on that there may have been a pattern but to speculate at this point is reckless and only adds to the fear and confusion.
