In January of last year, Kessler was trying to get Vice Mayor Wes Bellamy recalled. He was seeking signatures for a petition. An altercation broke out, and Jason claimed he was attacked. A person was arrested on the basis of his complaint.

So what is perjury? Popularly, people think perjury is lying under oath. But that's not entirely true. Perjury requires the untrue statement to be done wilfully and it must affect the outcome of the process in question.

I think “material to” means ABLE to affect the outcome, whether it does or not. “No harm done“ won’t prevent a charge of perjury.
