Officers are trained to wait for backup, not to endanger themselves by running nosefirst into a chaotic and uncertain situation. That often makes it worse.

This feels like a distraction. I see a lot of placing blame and finger-pointing being used to avoid discussing better legislation. This isn't to say we shouldn't be able to critique law enforcement's handling of situations like these, but I'm wary of people's motivations.
