Here in NZ if you fail to hit within 1 degree of the target's backstop you are stopped and have to demonstrate competence to the range officer. Repeated failure results in loss of licence and guns.

That includes cops. It's not uncommon for officers to miss their target and hit other, random people. Some departments require like, 300 rounds a year in training. (You can blow through that in an afternoon)

An interesting thing I learned is in Australia you can’t use a target with a body shape, only the standard circle.

they closed an outdoor one i lived sorta near to because people kept accidentally shooting onto other properties and ppl were afraid they'd hit a house or someone gardening or something.

It's a gun range. People go there to learn how to use a gun safely. How well did you do on your first day? BTW Ever seen the roof of a police range?

If you're missing your 5-7 yard target by >5 ft, the teacher needs to take you off the range and back to the classroom to teach you how go use the gun safely.

Last indoor range that I was at I left cause a dad kept letting his kid fire shots into the floor. I heard the pa-ting of a ricochet. Looked over and watched the kid do it again, then again.

Or it's because it's a fucking shooting range and people go to shooting ranges when they want to shoot but not kill anything, therefore it doesn't matter if they actually hit their targets.

Until a person has been to the range and experienced how incredibly easy it is to miss the target you think you were aiming at, it's hard to explain. it's a skill and requires practice and training. Everybody has instinctual bad habits that result in such awful marksmanship.
