Long story short: as part of a new permitting ordinance, they added language about "impersonating police or first responders" or some such, and much ado was made about people "impersonating EMTs or firefighters".

This was, ostensibly, an anti-militia provision. But the discussion fixated on medics, and it's not entirely clear what medic activities would be prohibited, what the punishment would be, or anything else.
