Here are the *actual* ethical problems of self-driving cars: - who holds the liability for an accident when the decision was made by an autonomous system? - who owns the data? - who is financially responsible for software maintenance?

Doubtful. Some of the difficult questions are impractical to answer through legislation. That's normal -- that's why we have a judiciary.

Yes and no. When these issues are resolved by judiciary or state legislators, it creates patchwork solutions that end at the state/circuit line and therefore don’t remove uncertainty. If insurance needs to look radically different in neighboring states, that’s inefficient.
