Depends not only on the country, but in the US on the state. In Delaware it's heavily regulated and limited in use by 24 Del. C. §§ 2802 and 2803. http://delcode.delaware.gov/title24/c028/index.shtml …

Depends on the country. In the US you can call yourself whatever you want. In Canada you need to be licensed by the professional body of a province or territory.
-
No, you can't. I have a bachelor's in Industrial Management, work in "engineering, do the exact same work as "engineers" but make thousands less at my job because I'm not an "engineer".
-
At my job, if you don't have an engineering degree, you're not an engineer and never will be no matter what your job responsibilities are. And yes, I refuse to capitalize the title on purpose

-
Yeah but if you do call yourself an engineer, it's not actually illegal. Whether or not anyone actually considers you an engineer is entirely different.

As an "engineer" I can completely confirm that.

I also work with a bunch of scientists who have the title of software engineer and only write code in matlab and java.

Yeah, I am a Geologist, but had an "Engineer" title twice. Boy I bet that pisses off those Petroleum Engineers!

In Germany “Ingenieur” is a specific title like “Doktor” (not to be confused with Arzt).

Depends on where you are. Canada, for example, treats "engineer" like "doctor" or "lawyer", unless you mean "train driver".
-
US also does this for the traditional engineering trades (civil, mechancial, electrical). You pass the fundamentals exam and are an EIT. Then work for four years and pass PE. But
@EmilyGorcenski is correct for software AFAIK
