The most likely scenario here is that this is just a janky paperwork fixup. That's my suspicion based on various details about the case.

He was initially charged as a Class 6, the lowest class of felony in Virginia. That was upcharged to Class 3, but that never reflected in the district court system. So it may be that a new warrant has to be served for the Class 3.

Court records show a Capias issued today. The "fugitive" status is probably just "we haven't served him yet."

Ok I confirmed it with the CA's office. It's just paperwork nonsense and a janky computer system that can only report it one way. He's not like, a fugitive on the run or something.
