There is something off about this report, but I cant put my finger on it. It doesnt add up.
There are holes and weird explanations (elbow surgery? diversion). This is not the report i would write if i knew my department did what they were supposed to.
This report was done by an independent organization, and a lot of police officials were highly reluctant to contribute.
