Penn State is a big deal. That is in the Alabama region of PA.

It is, but the county that PSU sits in is actually a blue county, mostly because the University is there.

UF tried, said no initially, but laws prevented UF from banning him. Facilities on a state campus are available for use by the public.

I think reality is showing different. The state and university paying $$$$$ when that should be the responsibility of those making event.

when his followers shot at people, he forfeits his 1st Amendment privilege, i feel. Not an expert, but doesn't safety of others affect this?

It does. Freedom of speech does not protect any incitement of violence. So, any protest that turns violent is no longer a peaceful assembly, and we only have a right to peacefully assemble.
