Btw, as I'm sure you already know, Berlin is a federal-level entity in Germany. Basically a city-state at the subnational level.

The scales at which both domestic & foreign policy decisions are being made simply do not make sense.

But also, there's not any one right scale for ALL the decisions.

Honestly, there's appeal to it. But some of the biggest challenges of law, like the Internet, are made worse by more parties, not better.

I'unno, on certain scale levels it does seem doable, at least say Switzerland has been doing quite well for past few centuries & counting.
