      DoD solicitations are for specific topics and research. In the 8 years I occupied this space, I saw dozens of cybersecurity topics.

      It minimizes misinterpretations. "Application infrastructure reconfiguration is the research focus" seems efficient, but is easier to twist.

          DoD SBIRs more likely to be wired. NIH practically impossible. DoD have specific need and usually active managers seeking a solution.
