In 2015, after Turkey shot down a Russian jet, Russia sent a troop transport through the Bosphorus, unannounced. This ticked off Turkey.

So while this passage doesn't require Turkish approval, most likely, it'll be interesting to see how much friction they make.

Turkey is, in theory, still a NATO ally. Unless we also sent then an invoice.
