Artillery is hard to defend against. There is some tech but it's not at that scale, anywhere. The only way to defend it is to destroy it.

You'd have to coordinate very carefully with taking out nuclear sites, then taking out military HQ. In the confusion, mass comms interrupts.

Targeting is the big challenge. That info gets relayed to bases in the US then sent to military assets. That cycle is vulnerable.
