The devastation it could bring to civilian areas would be dramatic. Think carpet bombing.
Artillery is hard to defend against. There is some tech but it's not at that scale, anywhere. The only way to defend it is to destroy it.
And we couldn't do that without substantial military involvement. So yeah, no such thing as a surgical strike against NK.
It's also worth mentioning that we're throwing rocks at this hornet's nest while South Korea is undergoing a forced presidential transition.
Also, I hope we haven't already forgotten China's role during the Korean war.
For people who remember the scud attacks during Iraqi 1 imagine it on a much much larger scale.

The ability to at least reduce effective counter battery fire along with the NK's tossing chem makes it a nightmares.
