The devastation it could bring to civilian areas would be dramatic. Think carpet bombing.

Artillery is hard to defend against. There is some tech but it's not at that scale, anywhere. The only way to defend it is to destroy it.

And we couldn't do that without substantial military involvement. So yeah, no such thing as a surgical strike against NK.

It's also worth mentioning that we're throwing rocks at this hornet's nest while South Korea is undergoing a forced presidential transition.
