In essence, the president can name someone to a position in an "acting" capacity for short term and avoid Senate confirmation.

That person may serve for no more than 210 days, but for transition vacancies those 210 days start counting differently

For any vacancy in the 60 days after inauguration, the 210 window starts counting 90 days from the latter of the inaug. or the vacancy date.

So now is the best time to start making vacancies, as it means his folks will be serving longer.
