Unpleasant but necessary. The system that controls access is inherently bureaucratic and cannot operate otherwise.

The point of bureaucracy is effective use of info&resources. W/o it, well...things get ugly.

The qualified people don't get the resources. The unqualified people can pretend to be qualified.

Armies live and die on their supply chains, for example. Or quacks when there's no authoritative agency.

So whole it's one of the most awful and dehumanizing systems alive today, it is an ugly necessity.
