Having lived in Philly, I can see why you feel this way. I love it here, probably *because* it's so hard to figure out.
It's like New York in a sense that every part of it is different, and there are things here that make you shake your head.
I love driving in Boston. Only place e I have been that is like driving in Tel Aviv
Boston is great (I work there), but I can see how it would take time for someone to feel settled/grounded there.
