Immigrants don't have that luxury. They can be out of a job at any time, so their skills always have to be current or they get deported.

If I lost/leave my job, I can take a summer off doing conference talks, like I did last year.

Or I could take a lower paying job to bridge the gap. H-1B folks have no such luxury.
