Many of the blue x's were "acting" positions. Also, Obama had a team to fill those spots.

The people who were let go served for both Bush 43 and Obama.

The red X's. An unknown # of blue X's are still serving as acting roles, but that has a time limit.

Acting roles expire after a certain # of days. nbd. Under normal circumstances, these spots take months.

What's abnormal is there seems to be no plan in place to even try to fill them.

The chart is almost fully Blue X on every transition. But many posts are continued as acting roles...

And there is usually a team in place to find people for those spots. These aren't commoditized skills.
