You'd still have photos on the license and a cop could still request ID, but DMV couldn't hand over data.

right, but cop can’t compare picture on modified license to pic from DMV database.

They don't currently do that.

wow. That surprises me. Pretty sure MA cops can do that. Will check with cop friend.

it might depend on the state and local pd. NCIC (the DOJ system) doesn't have photo storage

and in any case in VA the police connect to the DMV's system for driving record checks, so the dmv still owns the data

I’m a strong fan of no disclosure without warrant, but it doesn’t feel right to remove it from cops doing authorized work.
