Low barrier of entry for dedicated attacker, though. A lot (all I have ever seen) of power IT is opsec w/horrendous infosec.

This includes nuclear plants. You couldn't cause catastropic damage easily, but substantial problems in plant management.

And a lot of the firmware and software running on dedicated machines is of very questionable quality, think voting machines.
