This means that the rule changes for 2017 will stay in place. So next year is your best bet to have medical transition stuff covered.

The rulemaking process requires the HHS to post any rule interpretations to http://regulations.gov and open it for public comment.

Even if Congress repeals the ACA, insurance companies will push back on implementing any changes until the 2018 calendar year.
