I wonder how high planes would have to fly if they were mandated to allow enough time for everyone to get situated in an emergency?

in good conditions, a 747 can glide for up to 20 minutes from cruise altitude until impact with sea(-level). Plenty of time.

the standard figures are a 15:1 glide ratio, or roughly the same slope as a wheelchair ramp. Dependent upon environment.
