If this attack is IoT driven, then it completely changes the calculus of failure analysis. IoT makers MUST plan for DDOS as a failure mode.

Being hijacked for DDOS is an unintended operation that results in harm. Being denied service is a failure than can result in harm.

IoT devices must have an offline failover mode. Always. Losing connectivity should never lead to harm.
