We don't expect anyone else to start their career at 13, so can we cut it out with this expectation for programmers?pic.twitter.com/BXAv5ngB8n

Good point, although I think the reasoning for athletes is that they reach a "peak age" earlier than other careers.
Very true.
concert pianists and other musicians painters writers architects mechanics dancers all usually start by 13.
but is / should be programming an art form? And I do not agree with mechanics and architects.
I think most mechanics took apart at least clocks by 13, & most architects built with blocks by then.
I guess I should point out that there are plenty of great programmers who started at 15, 20, 25, 30.
I suspect I'd be a better programmer today if I'd started at 20 instead of 4.
But just about everyone is a shitty programmer for their first five or ten years, whenever they start.
On this, I beat the average: I was a shitty programmer for at least 20 years. Lucky I didn't stop!
