It's more like, "models have meanings, and there is a baseline of understanding that is needed otherwise you can't possibly verify output."

If you're writing encryption code from scratch used to protect health records, you need to understand a little bit of encryption at least.

Otherwise, just use an off the shelf solution. Don't roll your own. Same holds true for computational math/machine learning.
