That’s possible, but these exclusions are part of a deep history of attacking trans people overall through misunderstanding and bureaucracy and I’m not sure why we’re focusing only on the most recent changes and not the extensive pattern of behavior
I don’t think arguing that this may have an anti-nonbinary slant actually argues against that idea at all, and I’m not sure why the distinction seems to matter.
As is already recognized, an attack on nb ID is by proxy an attack on all trans/nb identity, including binary trans folk. Saying that a possible driving force of these changes is anti-nb sentiment doesn’t detract from how this feeds into the history of systemic trans violence
