I think it is more the conditioning that the state and system will work and have always worked for them. Also most of the white middle class voted for this and the repercussions of that vote will never effect them.

White middle-class Americans have complained about protest tactics used by everyone else for so long, I think they're really reluctant to do it themselves until they're in the same desperate situation. Until very recently, many of them were still in "give him a chance" mode.

Most white Americans don't have a fear of the police. They see all but the rare "bad apple" police as the good guys, leading to the assumption that those being targeted by police must have done something to deserve any bad treatment they get.

It's fear of, trust in, and blinded by narratives glorifying, these militarized police. They think some of it is justified, so they let it be an inconvenience as an excuse to be lazy, and their privilege lets it be not more than an inconvenience if things go poorly without them.
