Not really, Emily can absentee vote from abroad. In fact a postal vote gets counted manually and will help to offset local voters who my be disenfranchised by vote flipping, likely to occur in many states.

If she is permanently residing overseas - exactly which congressional district is she represented in? Can I move from California to Paris but as a US citizen say I’m a Texan and vote against Ted Cruz?

Check my other post, but the answer is no. He cannot absentee vote in Texas, even if a parent lived there. Some other states will allow this if a parent resides there.

You can vote in one of 24 other states, I believe, if you have a parent living there, if absentee voting from abroad. The paperwork has to be done annually and well before time.
