      "Not having time to react" was entirely created by a) the car's programmers, who instructed the car to drive w/ a 38mph delta to the cars in the No. 1& 2 lanes, & b) the safety driver(s) who failed to recognize the obviously dangerous condition & intervene to slow the approach.

      SDC's are a mess because instead of listening to the decades of expertise in avionics and flight control, engineers figured they can code driving laws and blend it with computer vision and be good to go.

      Even a novice driver wouldn't enter an intersection going +38 mph in the right lane, regardless of right of way. That's careless. Maybe even negligent, legally-speaking.

          I was thinking the other day about how much of driving is culture, not laws. A lot of accidents happen because people don't follow unwritten rules.

          Like in California, don't slam on your brakes for yellow lights, and don't assume oncoming traffic is going to stop. But other places it's the opposite.

          Not sure about laws in AZ, but I believe CA explicitly prohibits passing stopped cars at a crosswalk without stopping, because of the high probability that the stopped car is yielding to a pedestrian you can't see
