PoC and Blk ppl do not have the institutional and systemic power to be racist. They can be biased yes, but not racist.

A good ex of this dichotomy is sexism. Men are not victims of sexism because they hold systemic and institutional power here

People can be hated for their identity whether they hold 'institutional' power or not. Whatever 'ism' applies.
