Could we have, though? By March it was already _everywhere_. Pockets of it would have remained - in jails, in congregate housing, among the noncompliant - and it would have roared back as soon as the pause ended. We could have handled it much better, absolutely, but eradication?

Also places like Kibera and Dharavi and Nezo-Chalco-Itza can't really just "pause."
