Thinking again about civility - why some folks are more angered say by looting than they are by police brutality/over-policing/race-baiting...

This was my final paragraph: "Let’s imagine that you have your foot on my neck. To say you’ll consider removing it but first I must ask nicely, is to ignore my discomfort – and to maintain your power over me. Even if I obliged you, what sort of relationship could we then have?"
The cop stood on his neck for 9 minutes until he died. Other cops stopped the public from helping him. This was over a possible fake $20 used to buy shopping. It took 3 days for 1 cop to be arrested. This happens over and over.
And the people are so scared to stop the murder in case they are also murdered. That's why they didn't try harder to help. It would have been multiple murders. By the police. Bad police believe they will not face justice.
What is so wrong with American police that other officers don't stop murder?
