    Some quick stats about who is earning under $100 per week in UI benefits. Simulating UI eligibility using actual pandemic job losers in the CPS, I estimate about 6% of all regular UI recipients receive less than $100 per week in state benefits. 1/4

        To the best of my knowledge, all PUA recipients are above $100 (the minimum benefit is $106), so would be eligible for Trump's UI top-up. 2/4

        Some characteristics of these low earners. On average they earned $133 a week pre-displacement. They are disproportionately female (72%). They are somewhat less likely to be Black or Hispanic, likely due to the state distribution of low benefits. 3/4

        To be clear, I think I'm wrong above and all PUA recipients would be ineligible for the $300. This is ~30% of claims paid.

        Update: in further guidance, the Trump admin. has clarified that PUA recipients *will* be able to get the $300 match, as long as they are receiving at least $100 in benefits. This should cover almost everyone on PUA unless you are working part time and have a reduced benefit
