  TESTING ID's for whom been tested to prove to employers we are safe. We have SSN cards, Drivers licenses, credit cards, etc that are used so why not a COVID -19 ID CARD WITH A CODED CHIP FOR PROOF OF TESTING OR TESTED PEOPLE.

  This summary is reasonable and basically accurate. What a shock. What she doesn't say is we can't possibly have adequate testing for months due to the shortages of chemical reagents needed. US govt did not prepare. Now with world demand, it's too late to catch up.
