How does one request a mail-in ballot and who is eligible for one?

If you're in Harris County, http://HarrisVotes.com has the form as a fillable PDF (still have to print and send it in). Elsewhere in TX, check with your county or go to https://www.sos.texas.gov/elections/voter/reqabbm.shtml … If it would endanger your health to vote in person, then you are eligible.
