I actually think this sort of calendar has its merits, in terms of students retaining knowledge over the summer and limiting the amount of time that parents have to find daytime childcare for their kids, but where was the public discussion of this option?

How will HISD make the decision whether or not to have school during the "possible intersessions" & do they have a plan to communicate that process & the decision in a timely manner to staff & parents? Does HISD have a plan for dealing with COVID-19 and possible related closures?

Bottom line: I think the calendar itself is acceptable, but I have serious concerns about the implementation plan and lack of transparency. HISD seeking DOI status has a lot of implications, and has potential for misuse to exploit teachers.
