Have you studied the situation in Minnesota? There is pretty much completely equal student funding here, except MORE funding for low-income inner-city areas or isolated rural areas. I'd be glad to discuss state policy differences with you.
High-stakes standardized tests are a better measure of socio-economic status than progress. We then turn around, underfund our low-income community schools, and further segregate our communities. We must equitably fund our schools if we want to live up to the vision of MLK.
