Hypothetically speaking, if a potential candidate for City Council was held back by being 17 for the first election in March but 18 for the (potential) November election - what would be the process of amending LA law to allow this person to run?

That sounds like it's a little bit of the County Supes issue but I'm not sure if minimum age to run for a specific County office is decided ultimately by state law or not. I know what I'm double checking this weekend
